The United States, Japan and South Korea are understood to be pressing for the meeting and closed consultations will take place this afternoon to discuss it.
North Korea fired the missile early on Sunday morning while Japanese prime minister Shinzo Abe was meeting Donald Trump in Florida.
The move was seen as a direct challenge to the US President who condemned it adding that the US was 100% behind its ‘great ally’ Japan.
The missile, which is said by Pyonyang to have the capability to carry a nuclear warhead, is thought to have travelled 310 miles before crashing into international waters.

It was watched by Kim Jong Un, according to North Korean state media, who was said to have expressed pleasure at the expansion of his strategic strike capabilities.
He said: ‘Now our rocket industry has radically turned into high thrust solid fuel-powered engine from liquid fuel rocket engine and rapidly developed into a development- and creation-oriented industry, not just copying samples.
‘Thanks to the development of the new strategic weapon system, our People’s Army is capable of performing its strategic duties most accurately and rapidly in any space: under waters or on the land.’
