It is not known how the fire started.
The official media office for Dubai tweeted there are no reported injuries.
A spokesperson said: ‘Fire at the Torch Tower has been brought under control. Cooling operations are underway. No injuries have been reported.’
The media office said firefighter crews from four civil defense stations were deployed to help bring the fire under control.
Photos show evacuated residents looking up at the blaze from safety.
It is the second time the Torch Tower has caught on fire. The building — the 32nd tallest in the world — was damaged by a blaze in 2015. Hundreds of people were evacuated at the time.
The residential tower has more than 600 apartments and is reportedly popular among expats. Two-bedroom flats start at around £381,000.
New fire safety rules were introduced to Dubai earlier this year after a series of skyscraper fires.

Most of the fires have been fueled by the buildings’ cladding.
While cladding can be made with fire-resistant material, some buildings are covered with quick-burning tiles without any breaks to slow or stop a blaze.
Dubai has promised new fire regulation to govern construction companies, developers, building material suppliers and owners for months.
